STV Promotes Three Transportation Leaders in Virginia, D.C. Area 

WASHINGTON, D.C. — STV today announced the promotion of Suresh Karre, PE, PTOE, Derek Overstreet, PE,DBIA,and Michael Randolph, PE, DBIA, to vice president. These appointments underscore STV’s continued investment in the Virginia and Washington, D.C. region, where the firm operates four offices.

Karre is a transportation engineering director with more than 20 years of experience leading complex infrastructure projects. Based in STV’s Fairfax, Virginia office, he specializes in multimodal transportation with an emphasis on traffic operations and safety, including projects that integrate bus rapid transit, light rail, bicycle and pedestrian facilities. Karre holds a Master of Science in Civil and Environmental Engineering from Utah State University and a Bachelor of Engineering in Civil Engineering from Osmania University in India. 

Overstreet is a senior project manager and structural engineer in STV’s Richmond, Virginia office, with over 20 years of experience delivering rail, transit and highway transportation projects throughout the Southeast. His experience includes major bridge, tunnel and passenger rail infrastructure, and he is recognized for delivering durable solutions that improve safety and connectivity. Overstreet holds a Master of Engineering in Civil Engineering from the University of Virginia and a Bachelor of Science in Civil Engineering from the Virginia Military Institute. 

Randolph has more than 20 years of experience managing transit, highway and rail projects across Washington, D.C., Maryland and Virginia. An engineering director in STV’s D.C. office, he leads complex multidisciplinary teams and is known for his collaborative approach to innovative project delivery methods, including design-build and progressive design-build. He earned a Bachelor of Science in Civil Engineering from the University of Maryland.
