City of Oxnard selects Carollo Engineers to oversee construction of $46M water resource recovery facility upgrade

Major infrastructure project will rehabilitate critical treatment infrastructure to maintain reliable service

OXNARD, Calif. — The City of Oxnard has selected Carollo Engineers to provide construction management and inspection services for the Primary Clarifiers and Activated Sludge Tank Improvement Project at the City’s Water Resource Recovery Facility (WRRF). The project represents a significant investment in safeguarding the community’s water and wastewater infrastructure while meeting all regulatory requirements cost-effectively.

The WRRF serves Oxnard’s growing community of approximately 210,000 residents. The facility operates as part of an extensive wastewater system that includes over 400 miles of sewer lines, 15 lift stations, and a 31.8 million gallons per day treatment plant.

The $46 million improvement project was identified as part of Oxnard’s 2025-2029 Capital Improvement Program. The City has committed substantial resources to this major initiative to modernize its critical treatment infrastructure to improve treatment reliability and operational efficiency while enhancing water quality protection.

Carollo’s selection follows the firm’s successful delivery of construction management services for the City’s Advanced Metering Infrastructure Project to replace over 41,000 water meters across the city.

Primary clarifier work includes basin improvements, installation of a new odor control system, and replacement of all mechanical equipment as well as primary sedimentation building upgrades.

The activated sludge tanks will undergo seismic retrofitting of existing basins and complete replacement of the aeration system. New submersible mixers will be installed alongside upgraded instrumentation and enhanced control systems to provide optimal operational performance.

The upgrades will deliver significant environmental and community benefits to Oxnard’s growing population. The new odor control system will improve air quality while the modernized aeration system will reduce energy consumption—a critical step toward lowering the facility’s carbon footprint and advancing the City’s sustainable infrastructure goals.

Construction is anticipated to begin in Q1 2026 and span approximately 2.5 years, with the WRRF remaining fully operational throughout the upgrade process. The project is scheduled for completion and closeout in Q3 2028.
