STV to Support Delivery of California’s Landmark Delta Conveyance Water Supply Project

The Tunnel Will Connect the Sacramento River to One of the Most Critical Water Supply Systems in the U.S.

SACRAMENTO, Calif. — STV today announced that it has been selected by the Delta Conveyance Design and Construction Authority (DCA) to provide executive-level leadership, engineering and stakeholder management and program support for heavy civil and tunnel construction for California’s Delta Conveyance Program – one of the most significant water infrastructure initiatives in the country. The program involves building a 45-mile-long, 36-foot-wide large-diameter tunnel beneath the Sacramento–San Joaquin River Delta to connect the Sacramento River and the State Water Project (SWP).

STV will help the DCA establish and staff a high-performing executive organization to manage the tunnel’s design and construction. The firm’s role includes executive strategy, organizational development and program management services to help align technical delivery with stakeholder priorities and long-term policy goals.

This is a defining moment for California’s water future,” said Liz Justison, P.E., PMP, president of the transportation west group at STV. “The Delta Conveyance Program embodies the scale, innovation and collaboration needed to ensure water reliability for generations to come. We’re proud to bring our deep experience in complex, tunnel-driven infrastructure to help the DCA deliver this transformative program for the state.”

The SWP is one of the most critical water supply systems in the nation, providing clean water to 27 million Californians and 750,000 acres of farmland. Modernizing this system is vital to California’s water reliability as the Delta faces mounting pressures from climate change, aging levees, rising seas and seismic risk. STV’s advisory services are designed to instill effective governance, operational readiness and stakeholder engagement throughout the life of the project.

STV has delivered major projects in the West for more than 30 years, serving as a leading provider of comprehensive engineering, planning and design services for commuter rail, light rail, bus, zero emissions vehicles and maintenance facilities. STV also delivers some of the nation’s most ambitious mega-infrastructure programs, providing specialized geotechnical and water engineering expertise, integrated project delivery and governance. Key water supply projects include the Vista Ridge Regional Water Supply Program in San Antonio, and the North Texas Municipal Water District’s Bois d’Arc Lake Water Supply Program. The firm’s geotechnical portfolio also includes transformative transit projects such as Grand Central Madison for the MTA’s Long Island Rail Road and Los Angeles Metro’s Purple Line Extension Section 3
