R.D. OLSON CONSTRUCTION BREAKS GROUND ON $62M 207-UNIT AFFORDABLE HOUSING COMPLEX IN LOS ANGELES AREA 

De Soto advances Warner Center 2035 goals, creating critically needed housing for working families amid Los Angeles affordability crisis 

LOS ANGELES, Calif. — R.D. Olson Construction, a leading general contractor, has broken ground on De Soto, a $62 million affordable housing complex bringing 207 critically needed units to Woodland Hills. The project advances the Warner Center 2035 Specific Plan’s goals, to deliver more housing, jobs and transit connections amid Los Angeles’ affordability crisis. R.D. Olson is partnering with developer Meta Housing Corporation on their second affordable housing complex within Warner Center, following the first phase of The Alcove. 

“Los Angeles faces one of the nation’s most severe affordable housing shortages, with families and working professionals priced out of safe, quality housing,” said Bill Wilhelm, President of R.D. Olson Construction. “Through our expanded partnership with Meta Housing Corporation, De Soto will deliver 207 homes for families earning between 30-70% of Area Median Income. Combined with The Alcove, we’re contributing over 500 units to Warner Center’s transformation into a more inclusive, transit-connected community and addressing both immediate needs and long-term affordability goals.” 

Like The Alcove, De Soto is a ground-up construction project. However, the seven-story building will only be built in one phase over the span of 24 months, with an expected completion anticipated for early 2028. The Alcove is currently finalizing construction of the first phase with the second underway with planning.  

The 271,568 square-foot project will be built from a wood structure, housing five stories of apartments above a double concrete podium, holding two levels of parking. To accommodate family and single-occupancy residents, De Soto will offer a blend of 1-2 and 3-bedroom units.  

De Soto is designed to support the Warner Center 2035 Specific Plan’s sustainability goals while reducing long-term operating costs for residents. The project will achieve LEED certification and implement multiple high-performance green building features, including: 

  • High-efficiency HVAC systems for reduced energy consumption 
  • Low-flow water-saving plumbing fixtures 
  • Cool Roof–rated roofing material that reflects sunlight to absorb less heat, reducing cooling costs 
  • High-efficiency central boiler system 
  • Energy-efficient design that reduces the environmental footprint while lowering utility costs for residents 

The project will equip residents with amenities supporting both family life and professional advancement, including a community room with computer workstations, outdoor gathering spaces, a children’s play area, and elevated courtyards designed to foster community connection 

De Soto will be funded through California Municipal Finance Authority Multifamily Housing Revenue Bonds along with Federal Low-Income Housing Tax Credits, demonstrating the public-private collaboration essential to addressing California’s affordable housing crisis. The project marks R.D. Olson Construction’s fourth affordable housing development with Meta Housing Corporation. Previous collaborations include Lamp Lodge in Downtown Los Angeles, Stony Oaks Apartments in Santa Rosa, and the ongoing Alcove development in Warner Center. 

Other key partners on De Soto include AC Martin (executive and design architect), Mark Beall and Associates (landscape architect), KE Engineering Corporation (civil engineer), TAD Engineering (mechanical engineer), and EB Structural Engineers (structural engineer).
