Reston, Va.  – In January 2021, a mudslide took out part of the California Coastal Highway near Big Sur. The Embankments, Dams, and Slopes Technical Committee of the Technical Coordination Council of the Geo-Institute of ASCE mobilized a team to investigate the disaster. Laura is the retired Assistant Commissioner for the Office of Project Delivery (OPD), part of the Office of Design and Construction for the U.S. General Services Administration (GSA). In this role, she led the successful consolidation of project management functions that were distributed throughout GSA into the OPD, evolving an organization that was responsible for capital projects into an organization that is now responsible for all projects, including capital, small, and reimbursable. The Plastics Pipe Institute, Inc. (PPI) today came out with a statement supporting and stressing the importance of updated ASTM standard for using high-density polyethylene (HDPE) pipe in horizontal directional drilling (HDD) projects.  ASTM F1962-22, Standard Guide for Use of Maxi-Horizontal Directional Drilling for Placement of Polyethylene Pipe or Conduit Under Obstacles, Including River Crossings was revised and updated in December 2022 by an ASTM Subcommittee led by Dr. Lawrence M. Slavin to include pipe made with PE 4710 compounds.  In addition to ASTM, ASME and CSA standards, PE 4710 was incorporated in AWWA (C901, C906, M55), FM 1613 and others.  The pipe is used in force main, potable water and other projects.
